A logged-in instrument, not a data dump. A watchlist of your payers opens with receipt-backed changes since your last visit; each payer resolves to a six-axis dossier where every value carries a how-to-cite strip: the filing, the period, the digest, ready to quote.

R-02 / EXHIBITSCitation-ready exhibit cards

The exhibit builder turns any datum into a citation block for a letter or memo, and a printable exhibit sheet: value, measurement period, source filing ID, retrieval date, SHA-256 digest.

R-03 / ARCHIVEA standing oversight record

Exhibits and memos generated under the account are kept in an append-only archive. Over time it reads as a dated record of the monitoring performed: what was checked, when, and against which filing.

R-04 / APIThe same records, programmatically

Every number the console renders is available over versioned read endpoints; the console is the API’s first customer. If it renders, the API returned it. Keys are included at every tier.

D-01 / AXESSix independent evidence axes

Every covered payer is returned as six evidence axes: five claim-behavior, one firm-financial. Claim-behavior and firm-financial axes are attribution-walled and never composited; the wall is enforced in the response schema, not in a terms-of-use clause.

D-02 / RECORDThe full record travels with the number

Each axis carries: value · 95% confidence interval where the evidence supports one · gaming-resistance grade, A to F · trust tier · attribution level (firm | plan | claim | market) · period stamp · a receipt object: source document, SHA-256 digest, retrieval date.

D-03 / REFUSALStructured refusal, never an estimate

Below minimum evidence the engine returns a structured refusal: status, reason, and the evidence shortfall itemized. A refusal is a first-class response, not an error.
